If the previous capacity was calculated:
Moe’s + Balcony + Floor = Capacity
Then the city needed to step in and force some adjustments. Nobody’s in the bar by the time the headliners go on, thus packing everyone into that little square in front of the stage. I hope that Neumos can figure out a way to be successful under whatever new regulations are set forth. The old strategy of packing as many people as possible onto the floor wasn’t really conducive to an enjoyable concert experience.
